I am planning to move to Canada and attend a college or a university for one year to acquire new skills and in the process obtain a one-year work permit and increase my CRS score.
I am about to apply to several institutions, however I am confused as to the length of the program and how it relates to express entry and the one-year work permit.
One course is offered in an 8-month duration, which equates to one academic year. Another course is offered in a 12-month duration also accounting for one academic year.
The question is: for which of the two programs should I apply in order for me to obtain the additional CRS points for one full year of post-graduate education and a one-year work permit?
8-months program is typical what I have seen in the colleges. It can either be Study Semester > Break 4 Months > Study Semester, or it can be straight 8 months study. Either way, you will get 1 year of PGWP.
Another possibility is to get a 16-months program, which will get you 3-years of PGWP. I believe the latter one is more beneficial, as sometimes, it's hard to find job right away, after graduation. With 3-years permit, you will have more flexibility.

Does having an 8-month course and a 12-month course give you +15 points for the graduation certificate as well or the program has to be 12 full months?
