Some background info:
I received my International Experience Canada open work permit in March 2019.
I got employed as a software developer in Montreal in June 2019.
I am currently residing in Montreal and still working with the same employer.
I will be applying for PR from within Canada.
I already have my paperwork (ECA for Masters Degree from UoT; English language exam results from IELTS; proof of funds, etc)
Two questions:
1) Can I still apply for the Canadian Experience class visa for another province (Say, Ontario) even if my work experience has been in Quebec?
2) Moreover, would it be possible to submit an application to the Skilled Worker program at the same time as submitting an application to the Canadian Experience Class track? I want to increase my odds of getting invited to a round of invitations.

1) CEC is a federal program. You cannot apply through a specific province. You can apply with work experience from Quebec however you must demonstrate that you plan to live in a province other than Quebec.
2) It doesn't work this way. You create an Express Entry profile and then if you have enough points you are selected either under the CEC program or under the FSW program. You cannot do both at the same time.
