I am applying under CEC in the next few weeks, I already have Police Clearance issued at the Indian Consulate, Toronto in July 2013. Can I still use this police clearance for my application? I called CIC twice and both the times I got a different response. Can I still use this clearance for my application?
The certificate should not be more than 3 months old. See http://www.cic.gc.ca/english/information/security/police-cert/intro.asp

you go ahead and apply using the one you have. if they ask for another then submit new one else not required.
I think they may accept or ask for new PCC. give it a shot. ATB
CIC will not accept a PCC that is older than 3 months when they receive it, regardless of what "the agent" told you.
If the PCC becomes older than one year while CIC have it, they may ask for a new one anyway.
Average processing time for cec is 13 months. So, if pcc is valid for 1 year and if people submit pcc at the time of application, almost everyone will get a request for new pcc.
The only rule that is mentioned in the website is that it must be issued no more than 3 months before the application . Note the usage of word Must in the website (obligatory).
