My husband is currently in Canada and we are doing the outland application. How does he go about getting a clearance from here? Is the police clearance mandatory?

If he's lived in the US for more than 6 months, he'll need an FBI clearance letter. Takes about 4-6 weeks to get it. You can find a link to it on the CIC website.
If he's lived in any other country for more than 6 months, he'll need police clearance from there as well.
