However, the Indian embassy in Singapore requires a requisition letter (a request letter from Canada immigration for the issuance of a PCC).
How should I get this requisition letter from the Canada embassy/immigration department?

No. Citizenship and Immigration Canada will send you a letter requesting a police certificate after you send your Application for Permanent Residence. You must bring that letter when you apply for a Police Certificate.

Bt my problem is a bit different.
I want INDIAN PCC from Singapore.
So I need to contact the Indian embassy in Singapore to get this Indian PCC. And they are asking for a requisition letter. And I do not know how to get this requisition letter from the canada embassy.
So the passport seva service is for indians who are currently in India... I am not in India and hence need to get my Indian PCC through the Indian embassy in Singapore.
I will be in a similar situation when i get my ITA, I did some research and found this general request letter on CIC website.

You will find a pdf,Try this letter, i am assuming u r going thru VFS for this PCC, do let me know if it works, if not getting it from India is the only option.
VFS did not accept this letter which you found online. They need an actual customized letter mentioning the applicants name, reference num etc from the canada high commission/immigration office.
This is crazy.. Now I am just hoping the canada immigration replies to my email soon and sends me this letter otherwise Ill have to go to India just for this
Well Yes I presented my ITA email copy...but VFS did not accept that... They specifically want an official looking letter from the Canada immigration mentioning my reference num etc. They told me to send an email to CIC ... have sent it.. lets see how many days does it take to process a reply.
I think you must have some link activated on your mycic account to communicate online with CIC as they mentioned at all their official communication that they will communicate through mycic account. You must check and communicate with them through this option for speedy response apart from email option to CIC..
