Police Clearance in applying for PR

Hi

My cousin is on temporary work permit (Skilled Worker) under NOC 6212. He applied for AINP in alberta and was approved already. Next step for him is to apply for permanent residency. His question:
1. In getting a police clearance, which place is he going to get it? In the Philippines, Dubai (as he worked in dubai for about 8 years before going to Canada) or in Edmonton, Alberta, Canada? Can he get only one? either from the Philippines or Dubai or Canada?

if you live more than 6 months to a country, you need to provide police clearance.
