I applied for my PR in may 2014. Got my medicals done (got request just a day before my wedding) and got married in January. My husband application needs to be added. I have to two questions:
1. He stayed in US for one year for his masters so he needs a PCC from the USA. Right now we are in Delhi, can anyone please suggest how can we apply for one?
2. By how many days should I assume we will get our application processed now after sending all his documents as I already have paid for my RPRF fees after medical and they mailed me the spouse add on kit after that. Is it right adding him to my application at this moment?

If you don't know where to get fingerprints done, suggest Googling "New Delhi fingerprinting"
Since it will take a long time to get the FBI certificate, you should go ahead and submit his information along with proof that you have applied for the FBI certificate (e.g. proof of payment, receipt for courier, etc) and a note that that the processing time is currently 16 weeks and you will send the certificate as soon as you receive it.

It is REQUIRED to add him now. Not a choice. No way of knowing how long it will take to process.
