Could anyone please tell me what my friend is supposed to do in order to provide Immigration Canada with the Police Clearance from Indonesia? He said that is very hard to get it. Does anyone have some insights on this matter?
Well, for what it's worth, the US State Department agrees with your friend -
"Police Records
Unavailable for applicants inside and outside Indonesia. Indonesian police certificates require initial processing at a local or village level, which is nonstandard in nature, can be subject to capricious decisions by officials and may require nonofficial payments to proceed further."
Alas, CIC probably doesn't care too much about what the US State Dept says, apparently they must provide "official" information without evaluating it -

I faced this situation for 2 countries. My advice is to follow CIC's directions, and DOCUMENT every effort you make. That means receipts for letters sent, emails printed out, telephone logs, etc. And hopefully someone official will tell you "it's not possible" in writing, and you can submit a written explanation (with PROOF) that you tried but were unable to get it. (You can cite the US State Dept if you need to add weight).
you can also contact the Embassy of Indonesia and ask for information - try to get it in writing (by email or fax).
