Hello friends,

I was working & staying in Qatar for the past 17 years and last year 07th March 2018 I became a PR in Canada and stayed here for a week (soft landing) and went back to Qatar on 15th March 2018.

Then I permanently moved to Canada on 05th September 2018.

Do I need to submit a PCC while applying for Citizenship or for the renewal of PR card as I did not stay in Qatar for 6 months or more.

At the moment, no. However, you are a long time away from needing to renew or being eligible for citizenship. Who knows what changes there will be to the legislation by then.
