My would-be spouse has lived and worked in Sultante of Oman for about 4 years. He does not live there any more, nor did he spent the most time there since he turned 18. He has spent the most time in Pakistan and currently resides and works too in Pakistan. In this case, does he need a Police Clearance Certificate from Sultante of Oman ?
As per the CIC guide, I don't think he needs PCC from Oman, but can anyone confirms please ?

You (the principal applicant), and any family members 18 or older (who are not already Canadian citizens or permanent residents), must submit police certificates from the following country or countries with your application:
