Police Clearance Certificate for Parents PR

Hello Friends,

I applied for my Parents PR application in January 2015.

They had their medical exams done back in September 2016 and now got a call to apply for Police Clearance Certificate.
My parents have stayed more than 6 months in Canada and for all other time have lived in India.

1) Do they need PCC from Canada? Believe Yes as the cic website says yes even if the 6 months is 2 months + 2 months + 2 months + ... (even in chunks).
2) My parents are **currently** in Canada and plan to leave in ONE day or so. Can they get it done quickly within Canada?
3) If they have to do PCC from India then what is the process to have this done? VFS?
