Police clearance certificate for a state with less than 6 months of residence

Hi,
I received a letter from the NYC consulate requesting a police clearance certificate for a state where I stayed less than 6 months continuously. I stayed in DE for 4 months (July to Oct 2002)in one year and for 4 months(Feb to June 2003) in another year. Why would I require a police clearance certificate for DE if as per region specific instructions a police clearance certificate is required only if one has stayed for more than 6 months?

Does it matter? You have a choice, get the PCC or spend a couple of months arguing with NYC why don't need the PCC, and then still be required to get the PCC. Get it.
