I was reading the requirement for inland application with regard to police check:
It says:
You and your family members who are 18 years of age and older and are not permanent residents or Canadian citizens must provide a valid police certificate for each country other than Canada, in which you have spent six or more months since the age of 18.
Note: If you or your family members were under 18 years of age (16 years of age in certain jurisdictions) for the entire time you lived in a particular country, you do not need to provide a police certificate for that country.
What exactly does that Note mean?
She has been living in China from the time she was born until 19.5 years old. half a year ago she came to Canada and has been in Canada for another half a year (Marking 20 years). Does she still need a police record check from China in this case?

Not needing police cert refers to minor (less than 18 or 16 in certain places). Your wife spent 1.5 years as an adult, having residency in China. She'll need her police cert from China.
Just to follow up. She came to Canada as an international student last August (August 2015). She has an original police check for China done in China on 2015 June 2nd saying that she has no criminal record until 2015 May 7th (As part of her international student application I guess).
We'll be handing in her PR application in early/mid May 2016. Can she still use that police check for China? I couldn't find how recent the police check had to be.
She will need a new one because the one that she has was issued while she was still in China. The PCC must be issued after the last time she was there.

Sorry but just one more follow-up... I am probably overthinking this...
My wife is having her mother back in China do the police check for her. I have never ran into this problem before so never thought about it but in Canada when I ask for a police check they give me all the record they have on me up to the date I ordered the check. In China apparently you can select the time period for the checking to be done (ie You can order a police check apparently for July 2001-2003 and exclude everything else...)
My question is: Does she order the police check and have the record be checked up to today (2016-4-12)? or up to the date when she left the country (2015-08-08)? I'm not sure if she CAN check it up to today but... thought I should keep it safe and ask the experts on this forum.
