I received an email today asking me to pay the RPRF. At this point, have they already checked my police certificates or not? The reason I ask is my police certificate that was sent with my application is dated October 5 2013, which means, it's been over a year. Are they going to ask me for a new one before approving my PR?

That depends on following but most likely they will not ask you for that.
If you are living in Canada after October 5, 2013 and never left the country then they will not ask you for that. Reason of police clearance is to make sure you are clear from criminal record from the country where you lived. They do not need this certificate from Canada. They do request RCMP sometimes but not because of this reason.

same here... canadadec, do you mean to say they can check if you have left the country or not. based on which they will ask as appropriate... last thing i want is to request for PCC (such a painful process)
