Police certificate

My wife and I are working on her outland PR application, and one of the required documents is a police certificate/clearance. I did some more digging, and IRCC guidelines state that for her country, they will contact her when they require that document. Will we be able to submit the application without uploading the certificate? If we can't submit it without the certificate, what would be the best course of action?

yes, you can submit the application with a LOE then provide PCC later
