We are living now in another country. I am the principal applicant. I have my police certificate from my home country but it will expire soon. Does the Canadian immigration require a police clearance valid upon sending the document or valid upon receiving?
I know this is a plain dumb question but I appreciate your advice on this matter.
It needs to be valid when they receive it. If you send them an expired PCC, they are going to return your app. Best course of action is to obtain a new PCC which will not be expiring anytime soon.

Is there a maximum age for documents submitted to the CPC? If the CPC refuses certain documents. Will the entire application be refused (the visa fee lost) or will I have the chance to resubmit the refused documents?

There is no "maximum age" requirements that I am aware of unless it is a document which specifically expires (such as the police check or medical exam), in which case, yes, it must be recent and not expired. Documents requested should come from the sources and times that are specified in the checklist--if they tell you they want a recent doc, then give them specifically what they ask for. That's why the checklist exists. If you are missing documents, they will return the application, but you do not lose the fee. Just supply the documents that they request and resend the application, along with your fee receipts.
