as far as i understand, if someone lived in a country for 6 months or more, they need to provide a police certificate from that country. For my case, I lived in the USA for 8 years, so I need that certificate from the FBI i believe. Currently i am back home. Can anyone tell me how do i get that certificate since am not in the USA anymore

My police certificate from my home country was issued 5 days before I left my home country after a 3-week visit. This was all in less than a month ago. Now I have got an ITA for Express Entry (FSW). Should I get a new police certificate?
Based on CIC website:
For countries in which the applicant no longer resides, the police certificate must have been issued after the last time the applicant lived in that country.
Is my short visit of 3 weeks equivalent to "lived in that country" in the above sentence?
Do you have any knowledge regarding the rehabilitation process, in case someone has something coming up in his background check. When i was in the US i as charged with a misdemeanor (property damage) and i had to pay a fine. When i was looking it over it says it is equivalent to a summary offence in canada. Do you think i need to apply for the rehabilitation process?
