Police Certificate

hi guys.
received an ITA this draw and got to the documents upload page for my application. Its showing I have to provide police certificates but Ive been in Canada for 13 years now and haven't lived anywhere else since i was 18. I've visited my home country twice, both visits for a month only.

So why is it asking me to provide police certificates even though I don't need to according to CIC rules?

Thanks any help would be appreciated.

The system generates a placeholder for everyone even if you don't need to provide one.

Write a letter stating why you're not required to provide one and upload it.
