I saw it somewhere that in case you cannot receive the policy certificate in time, it is acceptable to submit your application with a pending police certificate request, as long as it evidences you have submitted such request. Is it accurate?

This goes well, if US is the country, you want a police certificate from. You can furnish evidences (courier receipt, FBI fees receipt etc) and most likely you'll an extension of 60 days... However on this forum few cases were discussed wherein applications got rejected when an applicant seeking for an extension for obtaining a police certificate from other countries (than US).
I would like you to play safe. You can initiate the request for the police certificate from South Korea now itself.

Well rule is, CIC needs your personal/work/travel history since the age of 18, or the past 10 years, whichever is most recent.
If someones present age is 26 years, he needs to furnish his history for last 8 years only.
So, if you stayed be in China, within last 10 years from now, for at least 6 months (cumulatively), you need to furnish a PCC.
