I am sitting at 422 right now. I'm living in Toronto. I plan to visit home and do police certificate (PC) there, also retake IELTS test. I don't think I will get ITA in near future, however, can I still do PC back home because it's convenient for me to do it in the same goal. I read in CIC website that the PC must be prepare after the date I leave my country and I don't have plan to come back home again until I get ITA. So do you think I should take PC when I'm home or wait until I get ITA.

If you are visiting you home country more than 6 months you have to take PC for this visit.
and if you are talking about PC from 18th yr till you came in Canada, yes you can take that now, while you are in your home country. It doesn't matter where you are presently.
I applied for pcc but it's a long process. I already got a letter saying that it's in process. Can I submit that? and if yes how do I submit it later? thx
