Hello- I am looking for some (somewhat urgent!) help from folks. I was in Vietnam at the end of 2014 / early 2015 (7 1/2 months) and IRCC has flagged that I need to obtain a police certificate. I am not Vietnamese and online information I've seen seems to say that I need to go to Vietnam in-person to obtain the certificate since I need the Judicial Certificate #2 or Criminal Record Certificate #2 (Phieu Ly Lich Tu Phap So 2)?
Has anyone had any experience with this? Can I get this certificate without going to Vietnam? I'm currently working in Canada, and not really able to get over there...

I am in the same boat as you. My husband needs to get a Vietnam PCC. Have you had any luck? We tried to contact the Vietnam Embassy but no response. The agents in Vietnam say they cannot help the expats anymore unless they come in person to Vietnam and stay there for 20 days which is next to impossible. Please let me know if you find a way out. Anyone got their PCC in Vietnam successfully?
I ended up emailing a bunch of people at embassies + consulates and finally was told I needed to ask the Vietnamese National Center of Criminal Records about what the process is for applying for the certificate (

A Vietnamese neighbour was able to help me request the certificate via email, but the centre never replied (I had multiple followups). I ended up writing a letter of explanation outlining my efforts to try and get the certificate and I attached evidence of my emails. My application is pending and I don't know if the explanation letter is sufficient or not, so that's nerve-wracking to say the least. I'm in a waiting state now.

Hello, I wonder if your letter of explanation was accepted by IRCC? I'm in a similar situation, getting no response from National Center of Criminal Records and agents telling me I need to travel back to Vietnam to apply for police certificate, which is not easy. I'm in Canada btw and need it for citizenship application.

They asked me to try again with Vietnam. I ended up calling the number listed on the IRCC site in June for the National Center and they told me that IRCC had their email wrong and gave me the correct information. To call their number, you should buy an international phone card at London Drugs (or elsewhere), since when I tried calling from multiple Canadian phone plans the phone's weren't connecting ( phone cards are pretty cheap, too). Someone picked up in English pretty quickly. The National Center will then send you instructions. It took me ~6 weeks from receiving the instructions to have my application package received by the National Center. I also contacted the National Center several times by phone so my correspondence wouldn't be forgotten/ to ask them questions. My application isn't finished in Vietnam yet, so I'm not sure if it'll take a really long time, get lost in the mail on the way back, etc.

Sorry, I don't have any other email address known from them aside from the one published on the site. I too didn't get an email reply from them. However, I still got my PCC after I taking a short trip to Vietnam, as I've mentioned in this thread above.

Hi, i got the same letter from IRCC just yesterday for the PC2 and i have to submit by end January, i really dont know if i can really get it before the Tet holidays in Vietnam even i go back Vietnam tomorrow, may i know anyone can give me some advise?
