However, in my case - while I have Pakistani citizenship but I haven't lived there for 6 months or more since turning 18. By my count it is two months in total. Is there some requirement to submit police certificates from countries of citizenship regardless of whether you lived there since 18? Any insights would be helpful.

I don't think there's such a requirement. You need to give a PCC for your current country of residence and any country in which you've lived in for 6 months or more after the age of 18.
