Police Certificate Question

Hi all, i have filled all forms, and now i am preparing all supporting documents.

But i have a question about the police certificate. Do i have to apply this certificate at the same time as i submit my application form?

Because i read the Q&A, to apply the police certificate, i need the original letter from the Canadian Consulate General requesting a police certificate. That i don't have.

And the police certificate will be released directly to Canadian visa office. But they do not have a file number of it. How can they know its for my application?
