My checklist says I need a police certificate but the website says I have to obtain a police certificate for every country I have lived in since I was 18. I am confused because I have only been in Canada since I was 18.
Should I still submit the police certificate of my home country?

What is that checklist? I think you are referring to a generalized checklist , where it is to inform you that you will have to get PCC. This does not mean that you MUST produce one, however, if your circumstances will change before filing ITA so that you were out of COuntry for a total 6 months, then you will have to get PCC.
So that list is very generalized, and you can not invent one if you have not been anywhere. If the list you are referring to in post ITA upload, then attach a document saying that I have never visited any Country since my 18th Birthday, and you are done.
