Hi anyone who concern,

I will apply EE-CEC. My case is I came to Canada on Dec. 28 2009. After that I have been living in Canada until now. I never come back to my country during these years. Currently I have a police certificate I got in 2009 which proved I had no criminal record until September 25, 2009. Can I use this police certificate to apply my pr or I have to get a new one?

What about the time from Sep 25, 2009 to Dec 28, 2009? Only if the PCC from your home country was obtained after you left the country and never visited after that it is valid indefinitely for Canadian immigration purpose.
 
Since you left your country in Dec 2008 and you obtained the PCC in Sept. 2008, it is recommended that you obtain a new PCC for your home country.
You can apply for it at your home country's embassy based in your current country of residence.
