I am currently working in Canada and planning to apply under CEC. I lived in US for 5 years, so I need to get the police clearance certificate from US..
When I saw the CIC web site, they have given link to FBI website to obtain:
1. Cover letter and 2. Finger print card
I downloaded the finger print card (FD-258) but I cannot find the cover letter..
Can anyone suggest where do I find the cover letter on FBI site..

Precisely you need to get the FBI Clearance certificate.
If you are in Toronto

Go to above link and contact them as I have got successfully FBI clearance certificate from FBI , where these authorized agencies take digital fingerprints , Fast and precise.
Don't take fingerprints of your own on the card it better get assisted by accredited finger print agencies.
FBI's website has been updated relatively recently, CIC's information has not yet caught up. It's not called a "cover letter" now (not sure it ever was) but if you go to the FBI website and look at the links on the right, Click on the "Applicant Information Form" - that's what they mean -
