It says police certificates are required from all countries where you have lived for 6 months since reaching the age of 18. I was in Palestine 13 years ago for 1 and a half years when I was 19 yrs old. I tried to contact the Ministry of Interior and the soccer club in Palestine that brought me there, but the Ministry website isnt working (for me) and the soccer club is closed. I highly doubt I can get the police certificate, so, should I include a letter in my application stating what happened and cant get the certificate from Palestine or ?
Any help is appreciated. Thanks in advance.

I would suggest to take ever step to get this certificate. Canadian VOs are very serious about criminal check and they can without it only if you provide very strong justification. Do everything possible, if nothing works, then apply with all justifications. Good luck!
