Hi do i need a police certificate from my country (Israel) when applying for permanent residence even if I have been living, studying and working in Canada straight through for more than 2 years?

Yes - you need a PCC from Israel.

As far as I know, if you haven't been back to Israel since you left it last time (before coming to Canada), you can use your "old" police certificate, that was issued before you first came to Canada. Do you have it? For example, I do, because I had to have one for WH and YP so I assume you have it scanned in PDF as well.
I do not have it, before coming here it was sent directly to the Canadian embassy in Tel-Aviv. I did not receive a copy of it.
