Police certificate from different cities or just one?

Hi, My brother is applying the paper based PR application where he needs to submit police certificate with application. During last 10 years, he had done job over the different cities but returned to principal address on weekends.

My question is do he need police certificate from each city where he was posted longer than 6 or 12 months or he just need one police certificate from City where he had the permanent address throughout?
