My husband and I are permanent residents and our daughter was born in Germany in 2016. We are in the process of sponsoring her as a dependant child and have received the following request:
You must complete the Schedule A Background/Declaration (IMM 5669).... You and all of your family members aged 18 or older (if applicable) must submit this form.
• At this time, you need to provide a police certificate for:
1) The country where you currently live, if you have lived there for six months or more; and
2) The country where you have spent most of your adult life since the age of 18. You must also provide this for every family member who is aged 18 or older...
As far as I understand a 2-year-old does not require a police certificate. Why would they send this request though? Does that mean that we as sponsors have to provide the police certificates? As per their definition in the application guide, parents are not outlined as "family members".

I have applied for the summary since November 13 2017. After contacting the FBI office, it was relayed to me that the summary was completed and sent, however I have not received the summary. The deadline is April 1, 2018. Seeking advice

Police Cert:
From the IRCC checklist.....its stated that;
You (the principal applicant), and any family members 18 or older (who are not Canadian citizens or permanent residents), must submit police
certificates from the following country or countries at this time, unless indicated otherwise on the police certificate webpage:
The Police Certificate is required from the Principal Applicant your daughter but who is not up to 18 years and doesn't have to submit Police Certificate.
The principal applicant and his or her spouse or common-law partner, if applicable, and all dependant children aged 18 and over listed in the application for permanent residence must complete their own copy of this form
Don't think you need Schedule A and Police Certificate for your 2-year old daughter and also from the Sponsor (parents who are PR in Canada)........will advice you call IRCC 1-888-242-2100 if you need further clarification.
I am sponsoring my 11-year son and received almost the same request for police certificates. Obviously, my son cannot be issued a police certificate because of age.
Can anyone advise if I should react on the request (send an explanation letter, for example) or just wait until the request gets invalid?
