Police Certificate - China or HK?

Question about obtaining the police certificate and clearance for my wife

She is a China citizen who lives in Hong Kong (approx. 2 years) but where would we need to get the certificate? If it is from Hong Kong I read that a letter from the CIC is required? Does that mean we would send our package to the immigration office and wait for them to send a letter back requesting the police certificate and clearance?

She will need a PCC from every country OR territory that she has lived in for 6 months or more, since the age of eighteen. Where was she before HK? http://www.cic.gc.ca/english/information/security/police-cert/intro.asp

Yes, after you sent the package to the immigration office, they will send a letter back requesting you to the police station in Wanchai? in Hong Kong to get the certificate.

Also, if she is in China since the age of 18, she will also need to visit the police station of her hometown to get the same.
