I have Ph.D qualifications. I wish to know which are the PNP's offering invitation without a job offer. I understand most programs are offered to people who have either studied or have a job offer. Please advise.

Saskatchewan, Manitoba & Nova Scotia. Keep close eye on their immigration websites. Normally both in beginning of every year.
BC and Ont. in graduate students category also I think.
Thanks Guys. I wonder even if Ontario does under the Human Capital Stream. I have not studied in Canada nor have a job offer.
