PNP Nomination without entering EE?

Can someone give me step by step instructions on applying for PNP Nomination without creating an Express Entry Profile.

Is this possible, if yes How?

Noone can give you step by step..
It will be better if you can just google it..

Why would you not want to make an EE profile?
Are you looking to go through longer process?

Getting PNP for EE is easier and you will also need an EE profile as you have to enter you EE file no. in the pnp application.

PNP without EE is the option if someone doesn't meet any of the federal immigration categories, which is a requirement of EE. They just have to pass the PNP's own requirements.
