YES.. but not for a year though, they were holding my passport for 8 months and I just got it back a few days ago.. the reason being on a normal scenario they issue medical and passport request at the same time and if there arent any complications in your application, you will get your passport back with the visa within a month or two from the time you do your medicals.. in other cases, where there are complications, they may take longer.. the complication in my application was that I had lived in Australia and New Zealand for a year each and it took them time do background checks and these background checks are not done by NDVO .. they are done by 3rd party .. hope this helps .. cheers

I did give my police certificates for Australia and New Zealand.. bt for NZ .. i had to fill out a consent form .. and they do the check on my behalf .. so that is what took them so long .. I dont know how it works for US
if you havent lived anywhere outside of India for too long and if there arent any complications with you file .. you will get your passport back in 2 or 3 months top.. but mine was a bit of a complex application .. which is why it took time.. following are some of the reasons that causes delay in processing application
Your application will be delayed if:
there are criminal or security problems related to your application or additional background checks are needed;
your family situation is not clear—reasons could include a divorce or an adoption that is not yet complete or child custody issues that have not been resolved; or
the office processing your application has to consult with other CIC offices in Canada or abroad to verify the data provided in your application.
also it doesnt not mean you cant leave the country .. but then again if you want leave you have to request for the passport back from NDVO with a letter and they will send it back and you have to wait till they request for it again later to issue visa which would cause unnecessary delays there as well.. hope this helps.. cheers
