Just got approved through PNP Alberta, but i'm planning to drive/land into Montreal and am planning to give a Montreal mailin address... Would the IO question or be concerned as to why I am landing in a French-Speaking province instead of Ontario or Alberta itself ?

Sure would, read the document you signed regarding the PNP certificate. http://www.cic.gc.ca/english/pdf/kits/forms/imm0008_4e.pdf The province then reserves the right to remove the PNP certificate.

so does that mean that I HAVE to land in Alberta ?

Moreover, once I land and do get the PR card, are there any requirements that I have live in Alberta for a certain period of time before I can relocate to any other cities within canada ?

You have to make an effort to settle in the nominating province.
