PA had lowlaverage grades in B.Sc completed in 2012 — overall weak academic performance in previous studies. On balance, I am not satisfied that PA will be able to handle studies in Canada. Not satisfied that PA is
not applying for unknown reasons other than studies and that he is a genuine student. Refused.
