What's the citizenship of your wife ?
A. She does not need to disclose her PR application, if asked,say the truth.
B. no, her PR does not effects her visa.
Explore dual intent. Attach a cover letter to the application informing the officer who'll process her documents that she has applied for a permanent residency but because there is a conference she had to go to is applying for a TRV. Mention that she does not intend to overstay her visit, should she be given a TRV because she does not want to jeopardize her on going PR processing. This is if she's not from a country whose citizens do not need visas to enter Canada.
