I WANTED TO KNOW IF WE NEED TO PROVIDE THE REFERNECE LETTER FOR JUST NON- NOC CATEGORY JOB POSITIONS???...

AS I AM UNABLE TO TO PROVIDE REFERENCE LETTER FOR ALL OF THE JOBS I DID IN PAST....?? WHAT KIND OF EXPLAINATION WE NEED TO PROVIDE FOR THE JOBS WHICH ARE ??

DO WE NEED TO PAY THE RIGHT OF P.R. FEES ALONG WITH THE FULL DOCUMENTS...AND
I HAVE REQUESTED THE SCORE OF IELTS REPOST FROM IELTS.ORG TO BE SENT TO BUFFALO??? WILL THEY ACCEPT THOSE REPORT OR I SHOULD PUT MY OWN COPY OF ORIGINAL SCORE REPORT IN THE PACKET??

You have to provide reference letters for all the jobs as you are claiming points for it, whether in NOC cat or not. ?? Explanation letter should state that why can't you provide letters and also make sure that you send any other things like contracts, payslips, tax returns etc.
Right of PR Fee doesn't go with docs, it'll be asked at a later stage probably with medicals.
IELTS report needs to go with docs. and must be original.

YES, if its the qualifying job (NOC) then you need to provide reference/experience letter.
If its the experience for which you are not claiming any points then probably you dont have to ..I mean if you dont have reference or experince for this exp then you are okay but just make sure you write this in the cover letter.

But do try to get reference letter or experience letter from all the places you worked. If you cann't get from some place then there is nothing you can do about it.

I know one of my friends spouse didn't get her exp letter ( she was not the principal applicant) all she did was write a cover letter on what are things for which she has no proof...and she got AOR from Buffalo...So i think it works even if you miss some non-critical docs.
