Seems like they feel that you have stronger ties to Canada than your home country and will not leave Canada at the end of your stay. They also do not feel like you have a good reason to visit.
So what degree do you currently hold. Also the fact you already have 7 years HR work experience IRCC might be questioning why all of a sudden you need to come to Canada for an HR course. Do you have relatives in Canada, from which country are applying versus your home country ?
I have Bsc. industrial relations and personnel management, i intend to open a consulting firm and my reason for applying for HRM in canada is to have global view of HRM.

Why couldn’t open a consulting firm now? HR firms are mostly dependent on relationships so going to Canada will not help. Do you have family that has already immigrated to Canada?

ok what are your ties in your home country? Do you have spouse and children? Do you have a property there?
Your rejection comes to 2 things:
1. Your choice of studies is regarded not to bring you much upgrade anymore (by now you should have a decent idea abou HRM and all you need is maybe 1 or 2 session to see the global point).
2. You have either family in Canada (or maybe USA) or you do not really have a family at home. Or that you are currently not working in your home country.

They are going to ask why you can not get an International class on HR in your home country. What is the need for a Canada presence? I can't believe they would not have facilities in your home country. I would advise you to trash the talk on world perspectives and just go with the simple desire to establish a business in Canada. The fact you want to do it will be taken seriously. I see no reason for elaboration past this point.
