Please need advice- PR application not being processed

I just met an agent and he is saying based on following situation my PR wont get processed. Please advise.i am very worried.

1) AOR Jan 26th 2019
2) I submitted my application on implied status
3) My work permit expired Dec 28th,2018 and I applied for TRV just before that.
3) I got TRV till March 28th,2019.

Agent is saying for PR to get processed, I need to be on either work permit or student permit and not visitor visa. I can get extension again as visitor but wont help my PR application.
Please advice.

Your current status does not matter. Your agent probably found something else. Did you satisfy the requirements at the time of application?
