i was sponsored by my previous spouse . he submitted my application in 2009 and i landed in canada in june 2013. we got divorced and now i sponsored my current spouse. before submitting my application i called Cic they said i am not subject to 5 years sponsorship bar because my previous application was submitted before 2012.
But london office refused the application saying i am subject to 5 years bar,
cic call centre still saying its a mistake. please can some one help me and guide me what should i do. should i apeal or wait till 5 years bar is removed and submit new application.

As per above 5 year rule you are eligible but my guess is that the case officer might have looked at your PR date and made decision that you are mot eligible. It is better to check CIC agent and raise to a case for your application.

Unfortunately the CIC call centre is giving you bad information (as they too often do). You are in fact subject to the ban. The date is not based on when the application to sponsor you was submitted - but on what you submitted the application to sponsor your new spouse. Since you applied after the effective date in 2012 - the ban applies to you. You were correctly refused and need to wait until 2018 to apply. We've seen a number of similar refusals here for people in your exact scenario. The ban does in fact apply.
