Just a quick question, my birth certificate is not written in English so I need a certified copy of the original document.
And this process can be done by notary public. Now, do I provide the certified copy in my own language (bring the BC and copy of BC to notary public and have him certified the copy of BC)?
OR do i have to had the BC translated first, and get affidavit THEN have it certified by notary public (the one that will be certified is the translated doc).

You have it translated by a certified translated, who stamps the translation with his/her seal stating that it is a a true and accurate translation. You then send it in. You don't need it notarized as well.
Any document that is not in English or French must be accompanied by:
the English or French translation; and
an affidavit from the person who completed the translation; and
a certified copy of the original document.
I have the affidavit of the translated Birth Certificate, but its not equal to "certified copy" right?

Anything which is not in English or French must be translated. Your friend can also translate it for you, but has to swear before a notary officer that the translation is accurate i.e. affidavit. Have the copy of the original document certified by the notary officer, and then accompany it with the translation and the affidavit.
Most universities have Notary officers in their Law departments. I suggest you go and talk to one. They're not expensive, just charge $5 for processing.
