So I moved from Delhi to Gurgaon 7 months back. My passport has my old Delhi address but my new address is different.

1. You get your PCC from your PSK. You changing your address doesn't matter. My passport also had old address, and I got my PCC and PR. I have "heard" that those who have same address on the passport as their current residence are given PCC faster. Regardless, you'll get PCC in 60 day submission timeline.
