Please is ECA to be done for both undergraduate and post graduate degree, or for only highest level of education.

Hi Mrs Aj,
For both non-canadian degrees WES asks for both degrees atleast for some countries, from India they've mentioned on their website that masters will not be evaluated without bachelors so i guess checking WES website would be a safer bet unless ofcourse your friend doesnt use WES.
