This isn't enough information. Again, you need to provide your FULL profile. What amount did you show for POF? What were your planned studies in Canada and at what school? What was your previous education and marks? Do you have any work experience and if so in what? What were your IELTS scores? You'll need to provide details if you want real answers.
Your cousin is the reason for “family ties “, also you need to reconstruct your SOP and state clearly that your main purpose of going to Canada is to study and once your done you’re returning to Nigeria . If you can prove a strong tie they will give you visa . Just tie your course to a job in Nigeria that you will work upon your return . Or a family business , which is a reason for your study , also not necessary, but if you have an asset add it in your sop as a tie . You should also state that you’re working . Etc
Did you provide a letter of explanation regarding why you are taking a second bachelor degree after you have already completed a first degree? If not, this is a gap and it would have been good to have explained your planned studies in Canada.
Did you provide evidence of your work experience in Data Science?
Your funds are low. While you are only required to show proof of funds to cover one year of tuition and living expenses for the program, IRCC will want to see how you plan to fund the rest of the program (other three years). Did you provide any other bank statements? Did you show evidence of your parents' earnings to prove they can continue to pay for the program you will be taking?
you should order CAIPS but i suppose your previous education and experience do not match your selected course of study + 29K for 4 years it is too less, you should prove and write how you will support 4 years of your study and living.
In addition to the other issues you also have to explain how you are already employed in data science but need to go back to school and study CS. A huge issue is the funds.
