However, my son has turned 18 and is wanting to get his residency status in Canada as he'd like to pursue his studies there. While we were in Canada I did not get the landing done and left to India suddenly.
Is there anyway my son who has turned 18 apply for permanent residency on the basis that it wasn't his fault that his parents didn't do the landing and get his PR.

Your post is unclear. You first say that you were in Canada as a PR and then you say that you didn't actually complete your landing to become a PR. Which is it?
If you and your family became PRs, your son has a chance to return to Canada as a PR.
If you and your family never actually landed as PRs, your son has no claim to status.
Only I was a PR but went back to India for good and never returned. I did get a couple of invitations to return in order to retain my status as a resident but since I didn't come back, I no more hold the status.

My son is now 18 and wants to regain his status as a resident. His landing certificate is the only document I have.

I would suggest you to take a suggestion from a Lawyer, Not even from a consultant, this question is a little tricky and I am not saying that people dont know what they are saying just to be on the safer side take help from Immi Lawyer.
