I am planning to re-apply for my in-laws after the online application got rejected on 13-July. (Applied on 19-June). When I start the application there is a question.
What is the main purpose of your visit?
Should I say "Tourism" or should I say "To visit family and/or friends"
Please advise.
Actually they are coming here to visit few attractions as well as to see their newborn grandchild.

You advised me to apply for them after few months. Now I am planning to apply for them after 4 months. I thought I should mention this time they are coming for tourism to visit canada. Yes, I do remember your case. It would seem rather unusual that they want to be *tourists* instead of *visiting family* especially when their previous applications mentioned this.
IMO, don't mention about wanting to see their grandchild as it could seem like they may work 'illegally'.. Instead do draw up the detailed day-by-day plan for sightseeing, spending time with you and your family, activities, etc.
I recommend you also focus on your in-laws finances. If I remember correctly, they are paid cash/most business transactions are in cash
