Hi, I am from Taiwan, I am planning to apply for IEC, Working Holiday Program.
Let's say, I was able to get in, and after one year, can I apply for 2-3 years open work permit then PR afterwards?

No - you won't qualify for a 2-3 year open work permit at the end of your IEC. Open work permits are only granted in very specific circumstances. Being on an IEC does not qualify you for an open work permit.
