Photo size for invitation to apply for PR

What is the size of the photo that I upload for my PR application, I am scanning of a passport photo that I have; should it be
420 x 540 pixels or 35mm x 45mm

Can I use a scanned image of another photo ?

I'm trying to get a 50x70 from 35x45 too....the print studio said to take a new one as the size format will not work to convert.

I was able to get a 51mmx51mm from 35x45 though...it was for a different purpose
