Photo on passport not legible

After receiving the message to submit the passport as a decision has been taken I got a message:
Passport/Travel Document: Valid passport or travel document Photo on the bio page of your passport is not clear. Please submit new passport

Does this mean I have to get a new passport made

Yes get new passport because your picture on passport might be not visible due to security features or it is destroyed therefore cic required new passport from you
